Moscow has concluded five offset contracts in the transport sector this year. These agreements, which include reciprocal investment commitments, will constitute an important element of the industry’s transition to domestically produced technologies, stated Maxim Liksutov, Moscow Deputy Mayor for Transport and Industrial Policy.
He recalled that one of the key objectives of Moscow’s industrial development strategy, approved by Mayor Sergei Sobyanin, is to support the creation of new production facilities within the city.
“Offset contracts serve as a catalyst for the development of advanced industrial technologies. In accordance with the mayor’s directive, Moscow concludes such agreements across all sectors of urban infrastructure. The total volume of private investment aimed at expanding and modernizing the production of high-tech equipment for urban transport and road safety will amount to approximately 2.6 billion rubles,”
Liksutov noted.
Under the five contracts signed this year, investors will supply a range of equipment for the city’s transport system. This includes high-technology ticket-vending devices, secure-access modules for turnstiles, validators, ticket offices, as well as modern turnstiles equipped with biometric payment capabilities. Production of this equipment will be localized at facilities within the Technopolis Moscow Special Economic Zone.
“Private investment in establishing these production capacities will total around 1.4 billion rubles,”
said Anatoly Garbuzov, Minister of the Moscow Government and Head of the Department of Investment and Industrial Policy.
For the first time, the capital will also localize full-cycle production of road signs. Additionally, under an offset agreement, the Spetskabel plant will begin manufacturing 315 types of products for the Moscow Metro.
Previously, Mayor Sobyanin reported that Moscow has concluded a total of 36 offset contracts. The aggregate procurement volume under these agreements will exceed 730 billion rubles, more than 9,000 jobs will be created, and total investment in establishing production facilities will surpass 126 billion rubles.
