Russia expects 40,000 Indian workers in 2026

Approximately 40,000 Indian citizens may arrive in Russia for work in 2026. This was stated by Boris Titov, Russian President’s special representative for international organizational relations.

“It is expected to be no less than 40,000,” he said.

According to Titov, India could help Russia solve its labor shortage problem. As an example, he cited Dubai, which was “built mainly by Indian workers, architects, and developers.”

Interest in attracting Indian specialists is growing: while 8,000 work permits were issued to them in 2022 and 14,000 in 2023, the number reached 36,000 in 2024. For 2025, a quota of almost 235,000 people has been set for citizens of visa-required countries, of which about 72,000 are reserved for India.

The Special Representative of the President noted that Russia is interested in inviting Indian citizens. For India itself, labor migration is an important source of foreign exchange earnings — in 2024, the country received $129 billion from migrant remittances.
