Russia Plans Three Microelectronics Factories in Far East Regions

Primorsky and Khabarovsk Territories to Host Printed Circuit Board and Microwave Panel Production

Russia plans to construct three microelectronics manufacturing facilities in Primorsky Krai and Khabarovsk Krai, Deputy Prime Minister and Presidential Plenipotentiary Representative in the Far Eastern Federal District Yury Trutnev announced on January 27. Trutnev explained the facilities will produce printed circuit boards and microwave panels, which are then used in manufacturing “everything that flies or runs, crawls and so on,” including equipment supporting Russian military operations. Agreements with implementing companies and the Ministry of Industry and Trade have been reached, with federal support planned for the projects.

The Khabarovsk facility will be located at the Rakitnoye site within the Advanced Development Territory (TOR) “Khabarovsk.” FineLine LLC will implement the project with investment exceeding 10 billion rubles ($131 million USD). The plant will manufacture printed circuit boards for the electronics industry and create approximately 400 jobs. The company received TOR “Khabarovsk” resident status in late 2025 through its subsidiary Triline Electronics LLC, with production launch scheduled for late 2028.

Trutnev explained the strategic rationale during a Russia 24 television interview, noting that half of equipment currently required for operations, including in the special military operation zone, relies on foreign components. The new production facilities address this dependency. The projects will receive special preferential terms within the Advanced Development Territory framework, along with additional government support measures exceeding standard TOR benefits.

The facilities will focus on products needed across key economic sectors. Printed circuit boards and microwave panels serve as foundational components for telecommunications equipment, computing systems, industrial automation, and data storage devices, as well as various technical equipment used in ground-based and aerial applications. The projects align with Russia’s broader electronics localization strategy targeting 80% domestic sourcing of critical components by 2030.

Federal and regional authorities will coordinate implementation in the near term. The Ministry of Industry and Trade confirmed its support role for the projects. Production from these facilities will supply domestic electronics manufacturers and potentially support local unmanned aerial vehicle producers and other electronic equipment companies in the Far Eastern regions.
