Russia Tightens Quality Control for Industrial Products

Russia will implement sweeping new quality controls for industrial products starting March 2026, giving Rosstandart expanded authority to combat counterfeit goods and substandard manufacturing. The Ministry of Industry and Trade finalized regulations this week that establish a risk-based inspection system across key sectors, responding to quality problems that emerged after foreign suppliers exited the Russian market.

The new law is scheduled to take effect March 1, 2026, with full implementation by September 1, 2026, according to government sources cited by Kommersant. Products subject to the new controls include construction materials, pipes, electrical tools, agricultural machinery, and various fuels, with the Russian government determining the final product list.

Rosstandart will gain multiple enforcement tools under the system. Inspectors can conduct monitoring purchases, on-site visits, raids, and document reviews—both in person and remotely through the “Inspector” mobile application. The ministry will track supervised businesses through the Unified Registry of Types of Control, categorizing them by violation risk level. High-performing companies face minimal oversight, while frequent violators can expect increased scrutiny. Businesses may also submit annual self-assessment declarations to potentially reduce inspection frequency.

The initiative builds on encouraging pilot results. Since 2024, Rosstandart tested the approach on construction materials, conducting 38,000 preventive measures and 5,000 formal inspections. The agency detected violations in 57% of cases and achieved the first decline in counterfeit goods since 2020. Rosstandart head Anton Shalaev expressed confidence the permanent legislation will pass in 2026, cementing quality control mechanisms that address what the ministry calls “legal uncertainty” created by earlier regulatory reforms.
