Artificial Intelligence
To develop common frameworks and standards that enable responsible AI research, regulation, and deployment—balancing technological progress with societal trust and democratic accountability. The Task Force will connect policymakers, scientists, industry leaders, and legal experts from both nations to co-create an Indo-Russian model for digital governance in the 21st century.
Objectives
Ethical Frameworks for Responsible AI
Draft shared guidelines rooted in human rights, fairness, accountability, and explainability.
Promote cross-border interoperability of ethical standards and auditing mechanisms for AI systems.
Trust, Transparency & Human Oversight
Develop mechanisms to ensure human-in-the-loop decision-making in critical sectors such as healthcare, finance, defense, and public administration.
Create verifiable audit trails, algorithmic transparency tools, and independent review processes to enhance public confidence.
Joint Research & Capacity Building
Foster Indo-Russian research programs on interpretable AI, cybersecurity, digital ethics, and quantum-safe computing.
Establish fellowship exchanges and joint AI governance labs to train regulators and technologists in responsible innovation practices.
Digital Sovereignty & Inclusive Growth
Strengthen digital infrastructure that respects national data sovereignty while enabling cooperative innovation.
Encourage ethical startups and public–private partnerships focusing on social applications of AI—education, agriculture, climate, and healthcare.
Regulatory & Policy Dialogue
Facilitate continuous consultation between government ministries, technology councils, and civil society to shape adaptive regulatory frameworks.
Align with global best practices (UNESCO AI Ethics, OECD Principles, G20 Digital Economy framework) while reflecting India–Russia priorities.
